ENGRAVING ON GLASS SHEET DIFFICULTY

I have built a laser with a 450nm blue laser with 15W power which I intend to use to engrave machine name plates, anodized parts and over some glass sheets. what I do is I usually do test cuts on the material I wish to do engraving in the following way.
I engrave horizontal lines 25 mm long with different laser powers, usually starting with S100 laser power (possibly 1.5W) and incrementing S200, S300....
up to S1000 (reaching the 15W power) this would show the cutting result of various intensities on the material at constant speed. Several tests like these with various speeds will indicate the best parameters to use.
I have several difficulties but will start with the one I have in hand. I am trying to engrave on a 3mm glass pane. The laser has a steel plate which is painted black to which I attach magnets to hold my work piece. I have tried putting Blue painters tape, sheets of paper sprayed with water.
What is happening is that the paper or tape is being burnt and the laser is also engraving on the black painted steel plate under the sheet of glass. Seems that the laser power is going through the glass and not being directed on the glass itself. What might be doing wrong?
